National Planning Commission Secretariat of the Government of Nepal is implementing the SMES (Strengthening the Monitoring and Evaluation System in Nepal) Project with the technical cooperation from the Government of Japan through Japan International Cooperation Agency (JICA). As the name stands, this Project aims to strengthen the Monitoring and Evaluation (M&E) system in Nepal. The project duration is November 2006 to December 2009.
Background:
Government of Nepal has regarded good governance as one of the key strategies to deliver development projects and public services in a more efficient and effective ways. For promoting the good governance, the government has taken various initiations including strengthening of the monitoring and evaluation (M&E) system. Improved M&E system aims to make the process, outputs and outcomes of the decision-making and the government expenditure more efficient, reliable, transparent and accountable. To improve the M&E system, it has become essential to develop and utilize M&E capacity at the national and district levels. In this context, Government of Nepal, with the technical cooperation from Japan International Cooperation Agency (JICA), has initiated SMES Project. The Project is targeting National Planning Commission Secretariat (NPCS), development ministries and departments at the central level and three pilot districts representing different ecological and development regions at the district level.
Objectives:
In overall, the Project aims to contribute to the realization of the effective reflection of M&E results in the process of policy formulation, program/project planning and implementation.
In order to achieve the overall goal mentioned above, the Project plans to strengthen M&E capabilities of NPCS, sectoral ministries, and key projects and programs through the following strategies:
